Funding Opportunities

The City of Little Rock’s (City) Department of Community Programs (DCP) is grounded in a positive youth development framework that emphasizes children and youth as assets to the community. Its approach to producing a better quality of life—one that is inclusive, safe, resilient, and sustainable—is centered on well-rounded and neighborhood-based supports that include afterschool/out-of-school activities, youth intervention, summer academic enrichment and recreation, employment and career training opportunities, skills development, and re-entry services.

The development of the department started in 1988 with a $10 million grant from the Annie E. Casey Foundation. In 1991, the Robert Wood Johnson Foundation provided a Fighting Back Grant of $5 million. In 1993, the City passed a 1/2 cent City sales tax permanently designating a portion of local funds to sustain and administer Prevention, Intervention, and Treatment (PIT) funding, which is primarily dedicated to DCP support programs. In 2011, Little Rock voters overwhelmingly approved a new 5/8 cent sales tax for operations to meet the increased needs of the city. As a result, DCP operates on an annual PIT budget of 5.5 million dollars, which in 2018 supported more than 80 programs and served more than 11,600 Little Rock children, youth, and families.
